Universal UK park given planning permission

Universal Destinations & Experiences has secured a pivotal victory in its bid to establish its first European theme park, as the British government granted planning permission for the proposed resort in Bedford.

The decision, announced on December 16, 2025, marks a significant shift in the landscape of the United Kingdom’s tourism and creative sectors, signalling the commencement of a project expected to generate roughly £50 billion in direct and indirect economic benefits.

The Ministry of Housing, Communities and Local Government (MHCLG) approved the request via a Special Development Order, a streamlined planning mechanism that allows the central government to authorise developments of national significance. While the project must still navigate a statutory parliamentary review period, Page Thompson, the President of New Ventures at Universal, described the approval as an “important milestone” for the development.

Local infrastructure and employment

The Bedford site is slated to become home to the first Universal-branded theme park and resort in both the United Kingdom and Europe. Beyond its status as a premier entertainment destination, the project is being positioned as a primary engine for regional employment. Universal estimates the development will create 20,000 construction jobs and 8,000 permanent positions once the resort becomes operational. Notably, the company has committed to a local-first hiring strategy, with approximately 80% of all roles intended for workers within the surrounding region.

The scale of the project necessitates substantial infrastructure improvements to the Bedfordshire area. According to the development plans, Universal will help deliver key transportation upgrades, including the expansion of the Wixams railway station and the construction of new direct slip roads from the A421. These upgrades are intended to manage the anticipated influx of international and domestic tourists while improving general connectivity for the local community.

In a letter addressed to local residents, Thompson expressed his “sincere appreciation for the continued engagement from Bedford and the various communities surrounding our site,” noting that the enthusiasm regarding the “transformative nature” of the project has been encouraging. As the project moves into its next phase, the company has pledged to maintain transparency regarding job opportunities and the procurement process for local suppliers and businesses.

Despite the remaining legislative hurdles, the granting of the Special Development Order provides the clearest indication yet that Universal’s decade-long ambitions for a British foothold are moving toward realisation. For the theme park industry, the Bedford project represents one of the largest private investments in UK leisure infrastructure in recent history, poised to compete directly with established European destinations.

Universal is also working on a new young family-oriented theme park in Texas, US, which will feature IPs including Minions, SpongeBob Squarepants and Jurassic World.
