Plans for the Universal United Kingdom Resort have taken a definitive step forward following a joint announcement regarding funding, infrastructure, and regional development.

The upcoming theme park destination represents a major evolution for the European attractions market, drawing close collaboration between international operators and public officials.

Comcast NBCUniversal has committed to an investment exceeding £5 billion during the estimated five-year construction phase of the entertainment complex. Following the completion of the park, the company intends to inject an additional £1 billion in capital investment over its first decade of operation. Enabling works are already underway at the Bedfordshire site, with full construction scheduled to begin shortly ahead of an anticipated opening date in 2031.

To support the delivery of the resort, the British government has pledged a £1.3 billion infrastructure funding package. This allocation includes a £400 million grant through the exceptional Regional Growth Fund alongside a £438 million grant from the Department for Culture, Media and Sport. These public funds are subject to performance conditions. The government will only disburse the grants once Universal completes the required community infrastructure and officially opens the theme park to the public. Furthermore, the Department for Transport has committed £474 million to upgrade the regional road and rail network, specifically targeting improvements on the A421 and at Wixams station.

Employment and local economic integration

The development is projected to create 28,000 jobs across the construction and operational phases. Approximately 20,000 personnel will be required during construction, followed by 8,000 permanent roles once the resort opens. Project organisers expect to recruit roughly 80% of the operational workforce from Bedfordshire and its surrounding regions.

Workforce recruitment has already commenced, with more than 100 individuals currently employed on the project. Universal has reported substantial public interest, receiving over 33,000 expressions of employment interest so far. Educational institutions within the Oxford-Cambridge Growth Corridor will also collaborate with the operator. Universal has committed to establishing apprenticeship and internship programmes to support local colleges and universities, aligning with broader regional initiatives to establish Bedford as an innovation hub.

Planning milestones

From a macroeconomic perspective, the project is estimated to generate nearly £50 billion in economic benefits for the United Kingdom by 2055. The project aligns with the statutory frameworks of the UK Modern Industrial Strategy published in 2025, which aims to expand business investment within the creative industries from £17 billion to £31 billion by 2035.

The site chosen for the Universal United Kingdom Resort is located at a former brickworks and adjoining land in Kempston Hardwick, Bedford. The project cleared a major regulatory hurdle on 15 December last year, when the Ministry of Housing, Communities and Local Government granted planning permission via a Special Development Order. This order formally came into force on 12 January 2026, building upon an initial agreement in principle reached between Comcast NBCUniversal and the government in April 2025.

To mark the progression of the development, Chancellor of the Exchequer Rachel Reeves and Culture Secretary Lisa Nandy hosted executives at 11 Downing Street to formally unveil the resort’s name and logo. Reeves also conducted a site visit to meet the initial cohort of local employees.

When it comes to creating world-class experiences, the UK is second to none. Reeves emphasised the regional infrastructure benefits, adding: “This landmark investment in the heart of the Oxford to Cambridge Growth Corridor will unlock nearly £50 billion of economic growth and create tens of thousands of jobs across Bedfordshire in construction, hospitality, creative and technology sectors.

“Our own investment in transport and infrastructure means that local people will benefit, improving connectivity, backing our creative industries, and bringing millions of visitors to the UK from across the world. We have the right economic plan, working with global investors and local leaders so we can deliver jobs, opportunity and long‑term prosperity for Britain.”

Representing the corporate partners, Brian Roberts, Chairman of Comcast Corporation, noted the company’s long-term presence in the market: “This historic partnership is a special moment for our company as we bring our first Universal theme park and resort to Europe. Across the Atlantic, Universal will also be opening a new theme park in Frisco, Texas this year, aimed firmly at families with young children.
